Please advise how I can set up the users without sending the email invitation until we are ready.

Instead of using the New User button, just click "+" on the Users tab. If you can't see the "+" icon, then make sure the Users tab doesn't have the Disallow Create flag set. When you add the user using the "+" icon you can specify the password and it won't send out a temporary password.
